The use of health data for secondary purposes

A pilot project - EHDS2 Pilot Project - supported by a number of European countries, European institutions and research environments has tested the implementation of the EHDS regulation.

The consortium's joint application for the pilot project was approved in July 2022. The project commenced on October 1, 2022, and concluded at the end of 2024.

The EHDS2 Pilot project is composed of a number of European countries, European institutions and research environments, that tested the implementation of the EHDS regulation.

The EHDS2 Pilot project aimed to develop and evaluate an initial version of the European Health Data Space. This was achieved by linking data provider platforms, which could include national platforms, EU agencies, or research infrastructures, into a network of nodes.

This setup enabled the project to test the process of creating, deploying, and managing health data research projects at the EU level. Researchers were able to search the metadata catalogs of all nodes, request access to specific data through a unified form, and, if necessary, transfer data to a single location.

Use cases

The EU Commission chose five use cases as small trials to demonstrate the potential effect of sharing health data in Europe to improve public health, research, innovation, policy and the healthcare system.

Work packages

Nine technical work packages were built and tested the user journey. Denmark participated in eight work packages and led two of them.

Based on experience from the use cases the pilot project produced an evaluation and recommendations for the EU Commission about data standards, legal requirements, expenses and an economic model. This was to support the preparation of the final regulation and work as recommendations for the other member states.
